According to the rules and regulations of the Customs Union, only a legal person or individual entrepreneur registered in the territory of the Customs Union can apply for EAC declarations and certificates (TR CU).

The provision of the Applicant's services is guaranteed by the local representation contract (Applicant) between the producer of the products and the local representative on the territory of the Eurasian Customs Union.

Local Representative (Applicant) service and contract only apply for EAC certificate and EAC declaration for series production (valid from 1 to 5 years). This is not applicable for batch EAC certification. Applicant for a batch certification can only be Importer.

Local Representative (Applicant) contract contains the following sections:

Object of the contract. The manufacturer authorizes the local representative to perform on the territory the functions of the Customs Union of the foreign manufacturer to meet the requirements of the technical regulations (TR CU) of the products in terms of rules for circulation on the market, guaranteeing responsibility for the incompleteness of the product and taking action to confirm the conformity of the goods.
Duties of the Authorized Representative. Responsibilities, duties and rights of the authorized representative in the CU territory are determined by the laws of the country where the producer's products will be put into circulation.
Period of validity of the Agreement and basis for its termination and cancellation. The contract enters into force from the date of its signature and ends the action as agreed by the parties. The contract is made in duplicate in Russian and English and has identical validity.
Legal addresses and bank details of the parties. This section contains the business data of both parties (full legal name, address, telephone, fax and bank details).
The contract must be signed and stamped (if any) by both the Manufacturer and the local representative.

Although the contract is a standard agreement, it is uploaded to the online EAC certificate and declaration registry system and is an essential part of finalizing the EAC declaration or certificate.
