Special assessment of working conditions (SOUT) - a set of measures carried out consistently in order to identify potentially harmful and (or) dangerous factors in the working environment and in the work process; assess the level of exposure to the hazards identified.

The methodology for a special assessment of working conditions (SOUT) includes:
identification of harmful and (or) dangerous factors in the production environment and work process;
carry out measurements and assessments of the levels of these factors;
distribution of working conditions in the workplace by classes (optimal, admissible, harmful, dangerous);
use for a special assessment of the working conditions (SOUT) of the results of the production control.
1. The identification of potentially harmful and (or) dangerous production factors are the processes of comparing and ascertaining the coincidence of the factors of the production environment and the work process in the workplace with the factors of the production environment and the process employment provided for by art. the classifier of harmful and (or) dangerous inputs;
2. the identification is carried out by an expert of the organization carrying out a special assessment of working conditions (SAUT) (see comment on article 10 of the law);
3. all harmful and (or) dangerous production factors that are identified are subject to research (test) and measurement;
4. research (testing) and measurement of the actual values of harmful and (or) dangerous production factors are carried out by the testing laboratory (center), experts and other employees of the organization conducting a special assessment of working conditions ( SAUT).
Based on the results of the SAUT, classes (subclasses) of working conditions in the workplace are established.
Working conditions based on the degree of harmfulness and (or) danger
in four classes: optimal, permissible, harmful and dangerous working conditions.
Optimal working conditions (grade 1)
are working conditions in which the impact on the employee of noxious and (or) dangerous production factors is absent or whose exposure levels do not exceed the levels established by the rules (hygiene standards) of working conditions and accepted as safe for humans and prerequisites are created to maintain a high level of worker efficiency.
Permitted working conditions (grade 2)
are the working conditions in which the worker is exposed to harmful and (or) dangerous production factors, whose exposure levels do not exceed the levels established by the rules (hygiene standards) of the working conditions, and the altered functional status of the worker the body is restored during regulated rest or by the beginning of the next working day (shift).
Harmful working conditions (Grade 3)
they are working conditions in which the levels of exposure to harmful and (or) dangerous production factors exceed the levels established by the rules (hygiene standards) of working conditions.
Dangerous working conditions (Grade 4)
are working conditions in which the employee is exposed to harmful and (or) dangerous production factors, the levels of exposure to which during the whole working day (shift) or part of it can endanger the life of the employee, and consequences of these factors cause a high risk of developing acute occupational disease during the period of work.
The legal meaning of this classification is that these results can be applied to:
provide employees with personal protective equipment, as well as equip the workplace with collective protective equipment;
monitor the status of working conditions in the workplace;
